RSI Noise analysis: Don’t let noise get
you off on the wrong foot at your site. Sound assessment studies
are becoming an important part of the pre and post construction
process. They demonstrate compliance with regulations and ordinances.

Noise studies are often required for environmental
assessments, Certificates of Public Convenience & Necessity,
zoning compliance and other regulations. RSI noise experts have
been identifying noise-sensitive areas for over 20 years. Having
RSI document existing noise levels can help you avoid costly delays.
The
RSI staff performs the appropriate level of noise analysis. Once
individual sources have been identified, RSI can develop practical
controls to abate the noise. Concept designs will be reviewed
with management and maintenance personnel to develop a solution
that will reduce the noise, minimize impact on maintenance, and
minimize the cost. When the concept designs have been developed,
a final report documenting existing noise levels and sources,
recommendations, concept designs, material costs, and predicted
noise levels after implementation will be submitted. Once noise
abatement is implemented, RSI can measure the actual noise levels
to verify the prediction in the final report.
Does your site have complaints?
If so the emphasis of this program is to provide the acoustical
data necessary to define the existing conditions causing the complaints.
In addition, the sources of the complaints will be identified
and practical noise control solutions which will achieve the noise
abatement required will be designed. The emphasis is also on developing
solutions that will have a minimal effect on the normal operation
and maintenance of the equipment being acoustically treated.
A
typical project would begin with RSI conducting a noise survey
at the Telcom facility. If located in a densely populated urban
area. Sound pressure levels would be measured in the neighboring
community, both before and after installation of equipment, to
evaluate compliance with the applicable noise regulations. Based
on the noise survey results, if noise regulation limits were exceeded,
noise abatement actions would be recommended to mitigate excessive
noise levels at the adjacent residences. The recommendations would
be made most effective noise abatement actions. With this valid
information RSI finds and corrects the problem.
All measurements are taken in accordance with
accepted methodologies such as ISO or ASTM, using Type I/II integrating
sound level meters. Evaluations are made in reference to community
planning standards such as local noise control ordinances, the
California Model Community Noise Control Ordinance, and are based
on accepted CNEL/Ldn measurement methodology.

Qualifications of the Persons Performing Noise Evaluations
It is essential that those individuals performing measurements
and analyses associated with the evaluation of construction noise
possess the basic knowledge of the noise measurement techniques
and prediction methodologies employed. Also essential is an understanding
of the input data requirements and their sensitivities. A general
knowledge of construction operations typical of the specific project
